The smaller card and lack of accessories is a sure sign that these will be available at discount stores like Family Dollar, Big Lots, Dollar General, etc.
I also spotted these at KB over the holiday weekend, although they came with weapons and were priced at $3.49 each. The same exact wave of figures though...
